Project 2: Blackboard LMS Optimization & Synchronous-to-Asynchronous Conversion for Public Health Training
Client: Public Health Informatics and Technology DC (PHIT4DC)
Role: Senior Instructional Systems Designer
Year: 2022–2025
Challenge
PHIT4DC needed to manage and improve a Blackboard-based training program serving public health learners. Existing synchronous courses were difficult to scale, and learners faced navigation and accessibility issues. The client also lacked actionable data on learner progress and engagement.
Solution
Managed full LMS setup, deployment, and maintenance in Blackboard, including template configuration for accessibility compliance.
Converted synchronous instructor-led courses into self-paced, engaging online modules using video editing and adult learning principles.
Integrated multimedia elements (animations, infographics, video) to support diverse learning styles.
Generated reports to track learner progress, engagement, and completion rates.
Provided troubleshooting and IT consultation as needed.
Results
Improved learner completion and satisfaction through accessible, self-paced design.
Gave PHIT4DC visibility into learner data for continuous improvement.
Reduced reliance on live instruction while maintaining learning effectiveness.
