Project 1: Converting Synchronous HRSA Training to Scalable, Compliance-Ready eLearning

Challenge
HRSA needed a 6-hour asynchronous training course on Risk Management in Federal Financial Awards for project officers. The existing material was instructor-led, not scalable, and lacked consistent alignment with OMB Circular A-123 and GAO Internal Control Standards. The course also had to support continuing education (CE) tracking and reporting within HRSA’s Saba LMS.
Solution
Led a full instructional design lifecycle using ADDIE, breaking the 6-hour course into six 1-hour modules.
Collaborated with HRSA stakeholders via Zoom and individual feedback to ensure content accuracy and alignment with federal financial regulations.
Designed measurable learning objectives and performance-based assessments.
Produced SCORM 1.2-compatible content for seamless deployment on Saba LMS.
Applied adult learning principles and accessibility standards (Section 508).
Results
Delivered a fully asynchronous, compliance-ready course now used for ongoing project officer CE.
Enabled HRSA to scale training without additional instructor resources.
Received stakeholder approval for content consistency, regulatory alignment, and LMS tracking accuracy.
